Here is the joint statement offered by the
USGA for guidance in interpreting the Masters Committee Ruling as
pertains to Eldrick ("Tiger") Woods in the 2013 Masters. What
is important here is that in their considered opinion it was very exceptional
circumstances which led to this decision. They do not comment on any reason for keeping Tiger Woods free from worry by the curious choice to not even discuss the question with him. What is not here is the
name of the individual bringing this matter to attention.
That name is David Eger. (Look him up if you do not know who he
is).
That the question was not even brought up to Mr. Woods prior to
the next day is odd.
